Tlacaelel I

Tlacaelel was a Mexica statesman and high priest who shaped the Aztec empire more than any emperor did. Emperor after emperor sat on the throne while he ran the state from beside it, refusing the throne three times himself. He built the imperial cult of Huitzilopochtli, the teaching that the sun runs on human blood owed by the living, and the Flowery Wars fought to keep sacrificial captives coming.
