Keynes built his economics on a theory of knowledge he set out in A Treatise on Probability in 1921: probability is a logical relation between propositions, and many such relations carry no number at all. From that came his sharpest claim, in 1937. About the things that matter most there is no calculable probability whatever, so people fall back on convention and on animal spirits. He also argued in print for eugenics.
